Everything requires removing the bracket to mount the fender rack. Of course, some modifications to something like the Triumph "tubular" rack is probably possible (and still hide that bracket). But the "flat curved" rack and others are probably too low-profile to make use of it without that pillion bracket still sticking up and looking hideous.
